The Congress of State, the Government of the Republic, is made up of ten members, that is the “Secretaries of State” (Ministers), who collectively exercise the executive power. Each of them performs more than one political function. 

Each Secretariat of State (comparable to a Ministry) is responsible for a Department which shall coordinate its own administrative offices.
